A GS358 VCC was changed to 0.4V, and an LM358 was changed to 1.5V It seems that these chips can’t be interchanged. Finally, an AS358 was found and replaced. As a result, the failure remained the same.

Measuring each pin actually found no abnormality. Finally, I found that the second pin P_1V05_IN_2-_10 connected a resistor to O_1V05_FB_OV#_10, and removed this resistor for troubleshooting.
